It's not good at all but perhaps not as bad if the entire rush hour period is taken into account. Most trains in the peak times look like they are running circa 30 mins to Waterloo - not much different to today.

I work for M&S and have seen the date on an Internal document - March 2018.

Now that of course is subject to change / amendment between now and then - but as of Aug 2017 that is the official line
