True. Some Newspapers also love to recycle. Particularly the Express.

That story from the Express was published in February 2017 (all the figures mentioned are from the 2017 press release) and republished in 2018 as they don't have many journalists left.
If you look at the minutes from Easthants for council tax 2018-19 you will see that it remained at the same rate (0% increase).

The suggestion to use cash reserves for investment to generate money is an interesting one.
