The Green Belt, and why so much is happening at once
Much of the open land around Hersham is Metropolitan Green Belt, which carries strong protection against development. Those boundaries are not fixed by national government, though: they are drawn through each council’s Local Plan, and a Local Plan can review them.
Elmbridge does not currently have an up-to-date one. A planning inspector found the draft Elmbridge Local Plan 2037 unsound and offered a six-month pause to supply further evidence; the council instead withdrew the draft plan following a Full Council decision on 26 February 2025. A replacement is scheduled for production between 2025 and 2028, and the council is rebuilding its evidence base, including a land availability assessment, an employment land review and a housing needs assessment.
Part of that evidence is a Green Belt review. Elmbridge, together with Runnymede and Spelthorne, has been awarded government funding to procure a joint review of Green Belt boundaries, and was still appointing consultants at the time of writing. Whether any boundary around Hersham changes as a result is not yet decided, and the council has not said that it will.

Who decides, and what changes in 2027
Planning applications in Hersham are decided by Elmbridge Borough Council, either by planning officers under delegated powers or, for larger or more contentious schemes, by a planning committee of elected councillors. Surrey County Council decides a separate class of applications, including minerals, waste and its own school and highway schemes.
Both are being abolished. From 1 April 2027 Elmbridge is replaced by East Surrey Council, a new unitary authority also covering Epsom and Ewell, Mole Valley, Reigate and Banstead, and Tandridge, which will take on both borough and county functions. Shadow authority elections were held in May 2026. Until the handover, Elmbridge continues to deliver services as now.

Anyone can comment on a planning application, and you do not need to live next door to it.
- Find the application on Elmbridge’s planning search ↗, by reference number or address. Every scheme above links straight to its record.
- Use the “Comment on this application” option on the application itself.
- Comment within the consultation period. The council states it has no obligation to consider comments received after it closes, and for applications going to committee, late comments are not considered after noon on the Friday before the meeting.
What counts, and what does not
Objections carry weight only where they raise material planning considerations. Elmbridge lists these as including a building’s design and appearance, loss of privacy, light and overshadowing, landscaping and effects on a conservation area, highway safety and traffic generation, noise, smells and disturbance, and relevant planning policies and previous decisions.
The council explicitly cannot take into account the perceived loss of property value, private disputes between neighbours, personal views about the applicant, or building regulation issues. Anonymous comments and those containing offensive language are also disregarded. An objection framed around house prices carries no weight; the same concern expressed as traffic, overshadowing or design does.
Comments are published with personal details removed, and are removed from the website once a decision is made and the appeal period has closed.
Getting told about new applications
Elmbridge runs a free planning alerts service. You choose an address and a radius of 100, 250, 500 or 1,000 metres, and receive an email the day after an application in that area is registered, and optionally when one is decided.
One limitation is worth knowing: alerts are triggered by an application’s mapped centre point, so for a large site the centre may fall outside your chosen radius even when the boundary runs close to your home. The council says so itself. For big schemes, checking this page or the planning search directly is more reliable.

Can they build on the Green Belt around Hersham?
Green Belt land carries strong protection against development, but boundaries are set through a council’s Local Plan and can be reviewed. Who will decide planning applications in Hersham after 2027?
Elmbridge Borough Council decides them today. From 1 April 2027 Elmbridge is replaced by East Surrey Council, a new unitary authority also covering Epsom and Ewell, Mole Valley, Reigate and Banstead, and Tandridge, with shadow elections held in May 2026.
